Claim: Despite allocating N700 million for repairs and rehabilitation of water facilities, Kwara State reportedly spent nothing on these initiatives between January and September 2024, instead directing significant funds toward a presidential lodge and guest chalets.

Verification:

According to a report from Sahara Reporters, Kwara State’s 2024 fiscal budget of N292.741 billion, approved by the Kwara State House of Assembly, included an allocation of N1 billion for the construction and provision of water facilities to address water supply issues. However, between January and September 2024, budget documents indicate that N922 million was spent on the development of a presidential lodge and guest chalets, while no expenditure was made toward critical water infrastructure during the same period.

Findings:

The budget performance document reveals that :

Although N700 million was initially allocated for water facility rehabilitation and repairs, only N108 million was actually spent on water-related construction. The state spent N490 million on purchasing medical equipment. Capital expenditures included N711 million for the Ministry of Water Resources, N204 million for the Ministry of Energy, and N293.5 million for the Ministry of Communication.

While some funds were directed towards the Ministry of Water Resources, the specific allocation for water facilities and public access to clean water was notably low, considering that 75% of Kwara households lack access to sanitary facilities, and 42% lack access to clean drinking water.

Conclusion Drawn:

From January to September 2024, there was a notable lack of spending on improvements to water facilities, despite the urgent needs and available funds. This situation raises concerns about spending priorities, as significant funds were redirected toward the construction of a presidential lodge and guest chalets, while essential water infrastructure remains neglected.

Verdict: Despite millions of naira allocated funds, Kwara State failed to invest in water facilities from January to September 2024, directing millions toward a presidential lodge and guest chalets instead.
